Analysis： BODY1: 现在很多产业为了适应社会的要求，需要对领导岗位进行更新换代，因为领导在很大程度上决定了这个公司或集团或政府的发展方向，而领导更新换代也意味着这个企业或政府会及时跟随社会主流价值取向，有利于整个公司或政府的发展。 BODY2: 但是，并不是任何企业或政府的发展和成功都依赖于领导层面的更新换代。领导层更换会使公司在一段时间内出现断层，这样会导致下层员工归属感下降，领导与员工的沟通失效，从而带来团队的效率底下。 BODY3: 领导五年一换对于所有领域和工作来讲都合适吗？频繁更换领导很有可能会导致政策的大起大落、管理风格前后差异太大等等。另外，保持领导层活力的办法不只有五年一换领导。比如，对领导层定期轮训、加强监督与制衡等等都可以保持领导层的活力。 |

Fallacies： 1. 作者认为Parson City和Blue City的总预算相同，但实际上很有可能两个城市的总预算不同。很有可能Parson City中的学校需要更多的资金支持，而Blue City的学校已经相对完善。 2. 有可能两个城市中的上学人数不同，如果上学人数不同，那么花的钱肯定不同。 3. 作者错误的认为只有从税收资金的分配上能够看出来是否重视教育，但这显然忽略了其他因素。 |

Meanwhile, the Buzzoff Pest Control Company, which we have used for many years, continued to service our warehouse in Wintervale, and last month only $10,000 worth of the food stored there had been destroyed by pest damage. Even though the price charged by Fly-Away is considerably lower, our best means of saving money is to return to Buzzoff for all our pest control services." |

Fallacies： 1. 食品受到伤害并不一定是pest control company的问题。有可能是因为食物的种类问题（这一类食物格外招虫子）或者是仓库环境的问题 2. 使用另一个公司的杀虫剂不一定是另一个仓库虫害少的原因。也有可能是地区不同，虫子种类不同等。 |
